Briggs and statton charging issues

I have a 407777-0119-e3 23hp briggs. I have replace the regulator and stator. Still not charging properly. Checked output of stator and it wasn't up to spec. I replaced it again and checked it before hooking up to the regulator. Still not up to spec. Looked at magnets on flywheel. Look ok. Put a wrench on them and they all had magnetism. Put a magnet up to the magnets and it attracted and repelled every other magnet. I believe that is correct. I'm at a loss for what to check next. Any ideas would be appreciated! !!!!!!

    I'm only getting 15vac off of the new stator. 12.6 volts to the battery

    How many rpms when testing? Is this an oem stator?

    Tested at full throttle. Stator came from John deere. It is a briggs and s statton. Has one plug with two yellow wires paper w work in box said it was an updated stator. Original had r red and black wire.

    Okay that sounds good.
    What voltage do you have at the voltage regulator on the dc side at full throttle?
