Battery not charging

I have a Toro 42 in zero turn mower with a Kawasaki FR600V-AS05 engine, the engine is not charging the battery.  I have replaced the regulator with no change, actually this is the second regulator.  One ac side is putting out 22 volts ac and the other about 18 volts ac,  the dc side is almost 12 volts dc at the regulator, and 10 volts dc at the battery.  I can't break the code, any help would be appreciated.

Are the voltages at full throttle? If your meter is accurate then both of those ac voltages are on the low side.

I got 11.97 volts dc at full throttle.  What should the ac voltage be? Could not find that info.  Does that mean the alternator ring is bad?

Thanks for the help. I felt that it was probably the alt ring just wanted another opinion. Most of the time it is the regulator/rectifier.  This is the first time I have had to replace the alternator.

I checked the ohms and that checked good,  one reason I thought I thought it was the regulator/rectifier.
