Static governor surging or hunting

I did the static governor adjustment but it continues to surge. How do I fix the surging or hunting of the static governor?

    Hold your finger on the throttle shaft, if it smooths out the governor is too sensitive and the spring needs to be moved further out. If it stumbles and dies you have a carburetor problem.

    Roy. It was the carburetor. I had the after market one install since previous owner said it was bad but I watched the video and cleaned the original Nikki carburetor. Now it works. Drove around for 10min. You guys are awesome!! Thank you
    Now I am working on the PTO, looks like it is not engaging. Is there things to check when working on the PTO?
