Briggs replacement brake fit and cable issue

On a Briggs 126T07-0204-B1 (Toro mower, electric start), the replacement brake assembly 796387 appears to be direct fit, but is thinner at bolting location which slightly misaligns the brake pad to flywheel, but the cable bracket to the actuating arm hole is much closer leaving more than an inch of cable slack at the bail handle. No further adjustment provisions are available. The resulting cable bending will cause failure. The engine attachment can be addressed with washer shims to better align and prevent screws from bottoming. Why does Briggs constantly make this difficult with problematic replacement parts, and is there a repair I won't be embarrassed to make?
