Dirty Hands Log Splitter engine starter rope wont pull

I have a 2-3 yr old Dirty Hands 27 Ton Log Splitter with Kohler engine.  It is like new and I have used it maybe 5-10 hours total.  This year, it is having an issue with gas getting into the oil.  It somehow gets gasoline in the oil and I drained the oil twice and replaced it.  It did start and run fine but when time came to use it again it blew smoke.  Lots of smoke.  I drained the oil again.  Replaced it again.  It started and worked fine for about half hour, then started hiccupping and stopped, it sounded like it was running out of gas.  I filled gas and tried to restart it but now the pull starter rope is stuck and wont pull.  Took off the shield for the rope and tried turning the round thing by hand and it wont move.  Can anyone tell me where to start fixing problems?  And what are the problems exactly?  I dont think its under warranty anymore even though there are very few hours on it.
Thanks for any help you can offer.

Carb is flooding since there is gas in oil. Need a rebuild kit.
Take spark plug out and see if it will turn.

Its turning now.  Seems to be the decompression arm thing is not working.  BUT there are only a couple hours on the engine.....how could it possibly need a rebuild?
    Thanks

Take the plug out, it has probably hydraulic locked. Gas won't compress. Make sure the switch is OFF when you pull the rope, a spark could ruin your whole afternoon. As Mike said it is flooding, the inlet needle is not sealing so you need to fix that. When you shut it off close the fuel valve under the tank.

Thank you.  I have contacted Kohler and we will see what they will do since this particular engine has been a lemon across the board by what I read online.

At best you need to clean the carburetor and replace the needle, at worst a new carburetor. Kohler will likely tell you it is a fuel related issue and leave you to deal with it. This is a real problem with ethanol laced gas in an engine that sees infrequent use, a quality stabilizer added to the fuel helps prevent headaches.

Sorry for the delay, been under the weather.
Roy has already touched on the hydrolock.
The rebuild kit I referred to was for the carb. It doesn't take much to keep float valve from sealing to the seat.
    The carb is the problem.

I am taking it in to the Kohler repair center.  We will see if Kohler will stand behind their product???

Thank you for your advise and education.
