No fuel getting to carburetor

I have the B&S engine 446977-0471-e1 for a Craftsman lawn tractor. No fuel is getting to the carburetor. Fuel flows through the fuel filter and to the fuel pump. I have replaced the fuel pump twice and fuel lines as well as the vacuum hose from the valve cover. I cannot seem I get it to fire up even with putting some gas in with the spark plug or starter fluid straight into the carb. Both spark plugs are new and getting a spark. I read a new gas cap could be causing a vacuum issue. Thank you in advance.

I removed the gas cap while cranking and there is fuel now getting to the carb. The engine is still not firing so given the mower is 12 yrs old I ordered a new carb. I will also replace the gas cap.

Did you spray starter fluid or fuel into each cylinder and it not startup temporarily?
