Kawasaki FE-290 carburetor problem

I've got the FE 290 on a '95 Club car golf cart.  Had a new carb, gas line, filter, and new gas tank (rubber air vent dry rotted and filled tank w/small pieces of rubber) installed.  Now seems its starving for fuel as only way to start it is try and flood it when stopping.  I've got it wired to run in forward, neutral, and reverse.  When stopping and the engine stops, I immediately shift to neutral and run at max or near max throttle for 2-3 seconds and turn key off while holding down gas pedal.  When I try to start later, usually starts right up.
 
Any help or advice would be appreciated.

    So does it run well after it starts up?

    Yes, it runs fine at faster speeds.  Spits and sputters at low speeds.  Even added STP gas treatment twice - and am even using nonethanol gas.

    If your certain fuel system is clean then what adjustments are on your carb?

    Mike:  Not sure what adjustments are there, I think there is only one though.  Sorry for the delay in responding and thanks for yours.  Probably moot  point right now as I'm trading it for a 2012 Yahama.
