17.5 hp Intek, won't crank

I have a Craftsmen LT1000 with a B&S 17.5 Intek that won't crank.  I checked the voltage going into the solenoid, an it's 12.6. I trace it back to the fuse, ignition switch, ammeter and it stays about the same.  Coming out of the solenoid, it drops to about 8.0.  I replaced the solenoid, and it made no difference. The solenoid has 4 terminals.  I sanded behind the solenoid, even though the 4th terminal should be the ground.  The control terminal is also getting about 12.6 volts.  I removed the starter, and it cranks free at about 6000 rpm.  I'm pretty sure the voltage drop is the issue.  Any ideas what else I should check?  Thanks for any suggestions and help.

Check the valve clearances, they should be .004"-.006". Then with the spark plug removed rotate the flywheel by hand and watch the exhaust valve. It should move momentarily as the piston comes up on the compression stroke. If it doesn't move the ACR has failed.

I know on some of the LT1000 craftsman, acr is on the intake valve.
How old is battery and has it been load tested?

OK, I adjusted the valves, and if I bump the key enough repeatedly, the motor will crank and start.  But mostly the flywheel moves a small amount and stops.  I watched the valves closely and the intake valve moves about 1/32 of an inch (estimate). If I crank the engine with the spark plug out, the motor cranks excellent.  Still can get it to start most times though.

So again today, the engine won't crank under compression.  I checked to see how much the valve moves when the ACR kicks in and it's about 1/16 - 1/20th of an inch.  It seems to occur on the early part of the compression cycle.  Before I tear out the motor and physically look inside, any other thoughts?  On the rare occasion that the motor cranks it starts and runs well.

Does it happen at the same spot? Take spark plug out and measure to piston when starter stops. Can you manually rotate engine past the spot clockwise, if you can is it really hard to turn?

I checked, and the motor stops at the same spot. It's just shy of TDC on the compression stroke.  Also, I tried starting by jumping at the battery, bypassing the ignition etc.  Still just cranks slightly and the stops.

If you can manually rotate engine past that spot once starter stops and it isn't hard to rotate then it's starter or battery. Most auto stores will load test your battery for free. If it test good then your down to the starter. I have seen a starter magnet come unglued causing armature to dig into the magnet. This caused a wobble and it to slow starter speed.

Thanks, I have load tested the battery and it's good. I actually bought a new mower last fall and swapped the batteries this morning and both start the Husky.  Neither start the Craftsman. As for the starter, I had an extra sitting around and on Sunday I opened the one that was on the mower up to check for visible damage and one of the four magnets was blown apart.  I opened the other and the end cap that held the brushes was cracked, so I merged the two into one starter. I then tested it based on a B&S repair book I bought and it looked good.  But I've been out of doing repairs on motors since the early 80's.  I'll replace the starter and see if that corrects the problem.  I'll post an update in a few days after I pick up a starter.  Thanks.

If it's not the starter then back to acr. You can usually feel a hump when slowly rotating flywheel when acr engages, the valve moves very little.
I was working on my old Honda atv. Battery was dead so I tested bench tested starter worked great. Got the new battery in and hit the start button, slowly turned over then just clicked. Disconnected cable at starter had 12 volts, took starter out, brush wire shorted out. Inside of starter was black. New starter from Honda almost $300, aftermarket starter $35.

So, I ordered a new starter. On Wednesday while still waiting, I pulled the starter and opened it again. I cleaned the commutator and the brushes, reassembled and reinstalled.  Since then the motor has started each time I've tried it.  It's slightly labored, but does start.  The new starter has arrived, so I'm going to install it next week and hopefully I'll reach my comfort level on selling the LT.  I do have to fix one of the bolt holes as it feels partially stripped out. But that is why Heli-Coil exists.  Thanks to all for your responses and assistance/suggestions.  This is a good site with good people.
