15hp honda clone problem

Have a lifan honda clone small engine 15hp on a generator. Started acting rough idling so started checking it out. Pulled valve cover and found my exhaust valve rocker almost off the valve. Adjusted valves but noticed as pull starting after a few pulls my rocker arm would start turning left and working off valve again. Push rods are straight, no bends. Pulled head and took valves out, see no damage to head or valve seats. Cleaned all and put back together and does same thing. I'm at a loss, any other ideas. Thanks

Tight as should be. All looked good, put back together and 3 days later same thing.

    Perhaps the rocker arm itself.
