JD Walk Behind runs too fast

I have an older John Deere 21" walk behind mower with a Kawasaki engine. When I'm mowing the rpms seem slower than normal. When I turn off the blade the engine speeds up too fast. Any ideas?

    It should turn around 3150 rpm with the blade engaged, probably 3400 without. An inexpensive vibra-tach will tell the story.

    Thanks. I'll try to get one. I've just noticed lately it runs away with itself when I turn off blade and seems slower than normal with the blade on.
    Wondering if low compression would cause it to do that due that? Maybe the engine is getting weak? No?

    Could be a governor problem. Can you manually close throttle at carb to lower idle when rpms are high?

    Turns out it was the governor. Shaft was all gunked up. Thanks for your help!
