B&S Mower 450 series 148cc

We have a Briggs and Stratton 450 148cc mower and it has been fine but after winter brought it out and ..zip!
I emptied the tank and let it dry out, bought some carby cleaner, cleaned the carby, checked the gasket, fuel leads, bought a new air filter sponge and new spark plug.
Filled it up with new fuel plus mower 5 in 1 helper.
Unfortunately it still does not start. No turn over even. Dead as a doornail :-)
 
EDIT: Just bought and put in a new carby gasket kit but still no go.
 
I have noticed that the small plastic triangle shaped plate that the springs are attached too, does not move whether it is is start/run or stop position.
 
It does not move altho' the 2 spings are attached to it.
 
As it does not move, nor does that other piece of plastic that the spring is attached to.
I see it actually goes up to the flywheel but it does not touch it as it looks like it should in at least one position.
Any help please?

    Did you try starting fluid in the intake or directly in cylinder through spark plug hole? If it starts with starting fluid then it's not getting fuel.

    Don't have starting fluid but would normal gas do?

    Carb cleaner will work in place of starting fluid.

    I am really glad you don't have starting fluid, that is very hard on gasoline engines. It is for diesels. I use fresh gas from a WD-40 spray bottle, it will dissolve many plastics so any old bottle won't necessarily work..

    Tried that spraying but still no glee.
    There just doesn't seem to be any life there at all.
    I can see gas go into the carby when I push the red pusher so gas is going there.
    I am concerned that the small triangle shaped thing with the strings attached does not move.  I assume it hasb to to get the choke happening.
    It is connected to the 2 springs and wire going into the motor but it does not seem to go back or forth when the starter/stop wire is pushed, pulled.

    This has an air vane type governor and the throttle vane will not move normally when the engine is off and it is wide open. It when the engine is running the governor will move it towards close. Just make sure you free move it by hand.
     
    There is no choke vane as this is a primer engine and the squirting fuel you see what you want to see when you push the primer.
     
    Without the engine numbers I can only assume this engine is a L-head (side valve) engine. Even you put in a new plug the question is "Is it arcing when you pull the starter?". Note when the plug is out the engine it must be grounded to cylinder for it to arc. If not firing remove the engine shroud and unplug the coil kill wire at the coil and retest. If it is now firing you a short or a bad kill switch otherwise it is the coil that needs replacing.
     
    Now with items that sit in storage several months a mouse could have even chewed that high voltage lead in two. Usually if this is the case there is also a mouse bed or a start of one under the shroud. Most consumers don't that tools to just replace the lead so this is a new coil is needed.
     
    If it is then "Is it firing at the right time?"; otherwords, a sheared flywheel key can cause the timing be off enough to cause it to fire at the wrong time. It is also possible that you have either a stuck valve or have a valve that the clearance has closed up causing lack of compression.
     
    One final thought since you had remove the carburetor in order to put the gasket is to check that you didn't the o-ring that seals the carburetor to intake tube. Even if it was missing it should still at least fire up a second or two. Just something check later once get it to hit.

    Did you put some in cylinder?
    If you have then check for spark like avb has suggested.

    I tried the gas again but no go so..
     
    Took the wire off the coil and spun the flywheel to get a spark while it was grounded to the manifold but it too was dead.. no spark.
     
    My assumption is the coil is dead or maybe you see something more correctly..

    You can try leaving the wire on and either zip tie the bar down or have someone hold it and try and start it with plug grounded to motor. More than likely if you aren't getting spark it's the ignition coil.

    Just took a look at the gap between the flywheel and the coil and a biz card will not fit.. seems to be virtually touching the wheel.  This may be my problem, yet not sure how this could have happened as I have not touched this.
     
    Will adjust and see what happens.

    Loosened the coil and it was very dirty so cleaned it and the flywheel which also had some grime on it.
    Check the wire and the biz card gap, twirled it however still no spark !
    Guess it must be the coil.
    Looking on Ebay for a good price but not sure what fits it.  Can't see the 9T502

    What you're coil wise is part number 591420 (current number).
     
    Here is a list of possible used donors so there should a ready supply at most small engine shops.
    398593/395489/496914/793281/591420 are used on 2hp to 4hp engines, such as 60000, 80000,
    90100, Quattro, and Classic series

    Okay it arrived today and I swapped it over but am not sure if it has to be positioned any particular way for the wheel magnets.
    I did feel a magnetic pull when I got it close to the wheel and this did not happen with the old coil.

    Most just set the gap between the coil and flywheel so that you can just slide a business card in between.

    Thanks guys.  Yes did the biz card trick a few times but still no joy. 
    New coil, spark plug, air filter, carb gasket kit, gas.
     
    Gave up and have taken it to Mower Repair place so we'll see what it is. 
    My guess the Flywheel key which I couldn't get to.
     
    Will report back next week.
