first thing to check is the spark. remove the plug, then plug the black boot back into the spark plug, then rest the thread part of the plug onto the cylinder head, and pull it over to see if it has spark. if it has spark take just a little bit of gas down the hole that you see when you remove the air filter try to start it. and if it starts and dies it's either gonna need a carb cleaning or a rebuild. hope that helps you. and as for the dragging sound. remove the cover from the starter. and look at the gear and how it reacts if it does look like it is dragging. try spraying wd-40 onto the gear shaft. and work it in there by cranking it over a few times. or the starter is going to need adjusted.
