My 4 year old Ariens Riding Mower won't develop any power after carb rebuild

I have a Briggs & Stratton 20 hp V Twin XRD engine (less than 100 hrs) that started bogging down this season after 6 month sabbatical. I assumed the carb was in need of rebuild. Rebuilt it and same issue. Here is a link to the short video I took of the problem:  
 
It is now actually burning WAY too rich (plugs are black). I checked compression....125 lbs in right cyl, 140 lbs in left.
 
Still no power.

    try to check the valves and see if they are in need of adjustment. for adjusting it this youtuber video will show you how to adjust a valve. https://youtu.be/0cWoEk5Guos. or if that's not the case, try adjusting the low and high speed adjustment on the carb. if it has one.
