John Deere 420

My 420 tractor with an Onan engine suddenly will not run at full speed. I have changed the points, rebuilt the carburetor, changed coils, and checked the wires for shorts. I do not see a loss of voltage to the coil but the ignition still breaks down??? Any ideas?

    I have since checked the fuel flow and pressure, both good.

    The 420 is my fav JD ever. Sold them, and restored a few. Just dont rebuild the steering, replace it.
     
    Can you rev the motor higher by manually pushing the governor?
    If so, your govy might have slipped. Do a manual adjust.
