BRIGGS INTEC 20 HP HEATS GOVERNOR WIRE CHERRY RED AND BRAKES WHEN TRY TO START ?

WHAT COULD POWER UP MOTOR TO MAKE IT DO THIS CHECKED GROUND ITS GOOD ?

    Might need clarify this. Are you referring to the throttle control cable? Also if you can post a picture what you are talking about.

    its the governor spring that slides over rod hooks to carb and governor

    The carburetor is grounding through the spring. Many these have fuel solenoids the must grounded.
     
    The problem is if it is a single wire solenoid that the carburetor grounding wire is missing or loose. If it is the two wire solenoid this doesn't happens normally as they isolated the electrical circuit from the carburetor but when they short out then they can short in a way that there electrical contact the solenoid body thus grounding to the carburetor and electric will take path of least resist to complete the electrical path. This short maybe a direct short to ground frying the wiring and anything else that completes the circuit.
     
    For test purposes simply unplug the fuel solenoid and test. The slack spring should no longer turn cherry red. If this cures the problem replace the solenoid if two wire version or make there is a solid ground for the single wire version. Note even the single wire can short out too.

    it is 2 wire solonoid i will ck ground wire because it was happening with old carb to then i bought a new one same thing happens
