Hard to pull starter cord, won't start

I have a Briggs and Stratton p02-0116-f1 engine on my Husqvarna push mower, when I pull the cord it starts off easy for a couple inches, then gets very hard while air comes out of the carburator, then near the end of the pull it is nice and easy.

In addition when I removed the sparkplug the cord was easy to pull so the engine isn't seized.

Keep in mind:
I have checked that the brake comes off the flywheel when the bar is pushed down

The flywheel key is not sheered

Anything helps, thank you in advance.

Incomplete engine model but it is either 111p02-0116-f1 or 114p02-0116-f1.

Sounds like the ACR is not working. Check your valve adjustments if they are find then the ACR on the camshaft has failed.
