Issue with Craftsman Wheeled Trimmer-Add-on part to blame?

Issue with Craftsman Wheeled Trimmer-Add-on part to blame?

Making repairs on Craftsman Model 917773740 and came across unexpected glitch.  Throttle cable is not going to full stop-not even close.  Throttle body has to be manually closed about halfway through its travel. Was used during a fire emergency and perhaps throttle was abused. Could the throttle control box(rabbit and turtle) be causing this?  Doesn't look well built. Any similar experiences or advice?

    Yes the drive wire inside the control box bends easily. I have replaced several of them for a local nursery.
     
    Also don't for aftermarket belts that are 3/8" x 43". This machine requires a 3/8 x 43.2" belt. The only way a 43" will work is to modify engagement assembly.  I have tried and do use the 43" belts but it is after I have modified the equipment. even then the trimmer head still spins until the belt wears in.
