Surging in NOT carb

I have a B&S 104M02-0074-F1 that after about 3 min's of running starts to surge. I have cleaned and rebuilt the carb. I have even put that carb on another engine that had the exact same carb and that engine runs fine. I am at a loss...Please help.

Try holding the throttle vane steady. If surging problem goes away do a static governor adjust. If it engine revs or slows down then it either the carburetor, intake, or intake valve problem.

Just the carburetor works fine on another doesn't there is not problem with it. Engines are slightly from engine to engine.

Sometimes the static governor adjustment has to be tweak a little to condensate for fly weights wear. Also be aware the governor spring must be the correct one and in good condition.

One problem doing this which I didn't know until reading the service manual. Once the static was done at the factory it can't be redone without replacing the governor lever. It must be a new design because in the past you could always reset these without replacing the governor lever.

This is curve ball that Briggs has thrown us techs on 103M and 104M.

Anyways here is a link to the SM.
