Vanguard oil pick up question

I am rebuilding the 20hp Vanguard horizontal shaft on my generator. (sucked an intake valve #2 and blew a head gasket #1). I can't really complain, although it doesn't have a lot of hours it is 22 years old. Everything has gone decently so far and am ready for reassembly. Just one question, is the pickup screen assembly on the sump end of the oil pump pickup tube supposed to be loose on the tube? I just want to be sure before putting it all back together. Thank you for any insight and information you can give me.

    As far as I know it is not to be loose as that defeats the purpose of the pickup.

    The pickup tube itself is fixed and rigid, it is the round screen assembly at the end that sits in the sump that is loose.

    If it was me: As long as the screen unit could not come off I don't see the problem with it bouncing around.
    (I'm envisioning a screen unit exterior to the tube, since there is no photo.)
    But it's not me, and I don't have any skin in the game, so take that with a grain of salt.
