Hard to start Briggs & Stratton

New to list and need your help please.
I have a 18 hp. Briggs & Stratton, Vanguard OHV, V-Twin engine. The engine starts hard, will flood very easy and when trying to start the engine you can ear it popping in the carb. When motor starts the motor will gallop when the throttle is low. When motor is warm no more gallop. When you run the throttle up it runs great. Has good power, just hard to start when cold. I have checked valves ( good ) replaced the two plugs.

I am thinking that maybe one of the coils is week. Is there a good tester that I could get to test the coils?

You may still have valve seating problem if you only checked the valve clearances as there should no popping from the intake.  I am currently repairing an old L head engine where the clearances were in spec but when I did the leak down test I found one of the valves not sealing which why I had such a loss of HP under load.

As for ignition strength testing Briggs makes a tool PN 19368 that will test this. If the spark is able to jump the gap in the tester then the ignition are deem to have a strong enough spark. Your assumption that a weak spark can cause cold starting is correct as it takes higher voltage to jump cold electrodes.

To me the popping in the carburetor is more worrisome.

Checked valve clearance and on the right side of the motor the valve had no clearance at all. No clearance under push arm. Reset to .004 for the exhaust and intake. Before I can run the motor, need to pick up valve cover gasket.
    Thank you for your help
    Hope this works
