Carburetor idling problem. Briggs and Stratton 18.5 Hp engine on my riding lawnmower.

For the entire season my carburetor has been rough idling. By this I mean that it races up and down. When I look at the inside of the carburetor with the air filter off and the engine running I can see the gas shooting into center of the carburetor in spurts. 
I attempted what the owners manual said to do about adjusting the idle speed screw. It seemed to help for a while but then the same problem with rough idling is occurring again. Now, after running the engine for a while then attempting to start it again it acts like it's flooded and will not start until it sits for a while. I'm willing to rebuild the carburetor. I removed it from the engine.
Do I need to order a carburetor rebuilt kit to include the fuel pump kit? Would it likely be the fuel pump? i removed the pump from carburetor housing and saw nothing wrong with it. Advise is appreciated if someone has an idea what I should attempt to do with it.

    We need the model and type number and maybe the date code from the engine to see what you have in the line of setup.

    The Briggs carburetor kits for the opposed includes the fuel kit.
     
    You posted two different type numbers but luckily the kits are the same. It appears by the date code it has the 4 bolt fuel pump. The kit for it is PN 693503. Just in case someone had put on the the 3 bolt its PN is 694056

    It must be PN 693503 for a 4 bolt fuel pump which is what it has on it. Do you think that this will solve my idling issue? I'm not experienced at carburetor rebuilds but it was something I thought might be the cause of the motor not idling correctly. I guess what you're telling me is to purchase the entire Briggs carb kit for rebuilding it and it does include the fuel pump assembly.
    Thank you for taking the time to answer my forum question and I will order the entire kit if you think it's what I should do.

    You will only get the fuel pump gaskets and diaphragms plus the usual carburetor parts.
     
    As the not starting after running a while you need to check for spark when will not start as it might ignition problems. I had one several years ago that run all day but you shut it down and try to restart 15 minutes it would not. After several hours of cooling down it would again restart. Also a shorting spark plug can shut the whole ignition on these opposed engines.
     
    Surging at idle can mixture problems, usually running too lean or could the static governor adjustment off a bit.
     
    Since I am not at the engine myself it is just trail and error but cleaning an old carburetor doesn't hurt.

    Thank you sir for this information and your time to respond to my questions.  Yes, lately when I run the mower to cut my grass  the engine would run O.K. (except the idling issue)  but then when I attempted to start it back up again it would not. After sitting for a while it would start again. I'll check the spark plugs and order the carb rebuild kit from Jack's small engines. I'm sure I'll learn something and hopefully solve the problem.
