hard starting briggs & stratton with pull start

Hello, i have a 12h802-2611 briggs engine on a snapper mower.  I have taken apart the carb several times and replaced several parts.....it will start on first pull with starter fluid, but will not start with primer bulb and pull.  The primer works well i can see it but still won't start....weird.....any suggestions would be appreciated!

    Let me ask this just to verify. Are you saying the when you press the primer gas shoots up out the carburetor nozzle?
     
    If it doesn't then the air cleaner base is not sealing. They are easily warped by over tightening and by over time with plastic warping. Don't over tighten as the mounting screws has a max torque spec of 40 in-lbs.
