5.5 Briggs Pressure Washer Kill Switch

The Kill switch on this engine is not working. It is engine model 10T802-0006 B1. I cannot get good pictures at the parts site I frequent (Jack's Small Engine). I need to see a good detail so I can figure out the function of this. There is a spring / wire under the plate that the throttle adjustment swivel's on, it is not connected to anything. Might this be it ?

    Here is the Briggs 10T802-0006-B1 Ignition Diagram for reference. At the bottom right of the diagram, you'll notice #621 (kill switch) and #922 (brake spring). Briggs has a Engine Brake article that may help you out as well.
