Tecumseh carburetor 640025A vs 640025C

I have an old Cub Cadet 448 tiller with an OHH55 Tecumseh engine. The carb that is on it is probably not original but is a model 640025A.  Rather than trying clean up and rebuild I was thinking of replacing it. Jacks indicates that this model is replaced by the 640025C. The pictures of the "C" model show an additional inlet port to that of the fuel inlet and more or less right above it. However on most part lists for the "C" only a single fuel inlet is shown.  These carburetors do not have a choke plate. It looks like this second port may just vent into the inlet. If so why? If I get one of these should I cap off this port - it would not be filtered at all?
