Starts - won't go

I have a Timecutter Z4220
It starts and runs, but when you push the control bars it feels like there is some smooth/hydrolic? resistance but the mower won't move. Checked the Push/drive switches and they are correct. Checked belt and tensioner - looks good.. still won't engage and go... Any ideas??

    First make sure both hydro release levers are in the normal position and not in the hand push positions.

    Thanks AVB! I did that... how do I check that the linkage  ACTUALLY did it's job? The Control Bars act like they didn't?? But I have checked and rechecked... ?? What's next??

    update:  Left wheel turns  - right wheel does not.... pulley and belt look okish.... ?? fluid?

    is there a way to add hydraulic fluid to the trans??
