Briggs and Stratton Throttle Shaft Missing Hole for Governor Linkage

I recently bought a broken Craftsman push mower off of craigslist with a Briggs and Stratton engine. I have cleaned and fixed the carburetor and it currently runs if I hold the throttle with my hand. But I can't figure out how the governor linkage is supposed to fit into the throttle shaft, when I first got the mower the linkage was sitting in a hole on the carburetor body. I found what the parts diagram said the throttle shaft should look like:
