Briggs and Stratton Throttle Shaft Missing Hole for Governor Linkage

I recently bought a broken Craftsman push mower off of craigslist with a Briggs and Stratton engine. I have cleaned and fixed the carburetor and it currently runs if I hold the throttle with my hand. But I can't figure out how the governor linkage is supposed to fit into the throttle shaft, when I first got the mower the linkage was sitting in a hole on the carburetor body. I will attach photos below.
Engine Model: 125K02-0658-E1 (Briggs & Stratton)
Mower Model: 917.376162 (Craftsman)


I found what the parts diagram said the throttle shaft should look like:

You already what wrong as the current throttle shaft is broken. Order the 696565 and you will have a place for the governor linkage to go into.

Oh, my bad. Looking at the pictures again I see that the plastic is snapped off. I thought that it just came that way.
