High Idle After Carb Replacement

I've inherited a MTD push lawnmower (11A-02JV006) that sat for three years. I replaced the carb with a new one and she now starts great and runs, but it runs at max speed at all times (there is no manual throttle adjustment). I replaced the throttle linkage and the throttle spring thinking I had bent/stretched them when taking the carb off initially but it still idles just as high. 
 
I'm contemplating ordering a new gasket as the rubber on the gasket is a little chewed up- but I'm not sure if this will solve the issue.
 
Is there a fuel mixture adjustment on this carb that I'm not seeing?

I appreciate any help/ideas on this. I'm new to small engines and am trying to save a few bucks and learn something along the way.

Some models have a metal tab that can be bent to stretch governor spring (speed up) or bent to recoil governor spring (slow down).

With mower off in low throttle is throttle plate all the way open?
What are the engine #'s?

I wish this had done the trick. I have bent the tab to decrease the tension in the spring but it still is running at max speed. Thank you for your input.

Yes the throttle plate is indeed all the way open when the mower is off. 
 
engine #'s (I'm not sure if this is the right number): D15500 AC
It is a Powermore 139cc OHV on an MTD side discharge with 20'' cutting width

Okay with it in low throttle position and off, manually turn throttle shaft to close. Does governor arm move easily with a little resistance?
Is the carb an exact replacement to the one you had?
