Aliens razor mower transmission woes

I've got a bit a problem with my Ariens razor, when the mower is set on its highest cut it drives perfectly fine but if you lower the height it gets progressively worse until on its lowest setting the mower won't drive at all. Really scratching my head with this one so any help is very much appreciated.
