Briggs and Stratton Primer not Blowing Enough Air

I have a B&S 125K02-0658-E1 on a Craftsman 917.376162 push mower. When I try to use the primer bulb no fuel comes out of the carburetor jet, however, if I use a syringe to blow air into the hole on the primer bulb or directly into the carburetor, fuel comes out of the jet. The bulb is in good shape, I have cleaned out the carburetor and the air filter housing, and I have tried using multiple gaskets in between the carburetor and the filter housing but nothing will get the bulb to work. Does anyone know what I am missing or have any suggestions?

You are kinda on the right path with two gaskets but not that simple. You cut the second to bevel and glue it to first gasket. This because primer base is warped. Look at the impression left on the single as to you need to build the gasket using the second beveled gasket. Usually the lower right corner.
