I think when i turned in my husqvarna LGT 2654 to the shop (3 years ago) they cleaned

My carb and maybe lost a spring but I cannot see any exploded view of the governor on the engine - there is one spring from throttle bracket to the governor and I thought there should always be 2 springs with different names (that people name wrong) but they have these new fangled throttle and chokes combined yadda, yadda so I am not sure if it is missing one and cannot find the breakdown of the governor bracket to confirm this.
 
I also have the question nobody asks when the mower runs well - I cleaned out the tank and lines and rebuilt the carb but the filter looks like it is only 20% at the bottom of the filter but flowing.  This maybe the case all the time but one never looks until there is a problem.  It is nowhere near 1/2 full but I have never really looked and it runs similar to before rebuilding and cleaning all the tank, lines and carb - just didn't want to shotgun troubleshoot the fuel pump which I guess could have been replaced now anyway with 1200 hours on it,
 
It was surging after I got it back from mower shop who claimed husqvarna's must surge?  I split the case because the gasket was sucked into the sump floor and was leaking/smoking an when I put it back together I wasn't cure how to adjust the choke and the governor. 
 
It almost rust the same as before I rebuilt the carb and cleaned the lines - so I was thinking maybe the spring was gone when they disassembled my carb or maybe the fuel pump could cause the surging.
 
Today I got it back together, adjusted the governor and the choke and it ran better than before but was surging some - when I choke it I can get it to run smoother - like its lean and surges.  Yes I put the largest jet (116) on the right and (113) on the left side of the white stanchion.  The passages were cleaned and new gaskets - the jets in the station somebody said was 1 x 2.5 and
 
I could barely get the O-rings into the seats in the plastic white stanchion - they looked a little large and I did lightly coat with petroleum jelly so they didn't rip or smash.  
 
The carb looked good when I dissembled the carb there was nothing to bad at all and I just made sure every orifices' was open  and cleaned.
 
I readjusted the governor a second time and it seemed like it surged a little more than the dry adjustment before I started it.   
I looked on youtube and it says there is supposed to be a idle governed spring - my LGT 2654 only has one governor spring on it?  I see an arm with a hole but no breakdown on the spring and its part number or where it goes?

First don't worry the amount of visible in the filter, they can appear nearly dry at times.
 
As for the governor spring(s) we would need the number and type numbers as it sounds like you got a Briggs to look up the engine. And yes these do lean burn surge a little at idle. Normally there can be only one or two springs depending on the engine. If two, one is the main governor spring and the other is the governed idle spring. IF governed idle is use the base idle speed is 1200 rpm with the governed idle at 1700-1800 rpm. If the base idle is set above 1200 rpm the engine will lose it ability to govern the speed and go to full throttle.
 
As for the o-rings on the jets they are smaller than 1 mm x 2.5mm. Matter of fact Briggs don't sell them except as with the jets. They are source otherwise from Kawasaki using PN 92055-7013 or John Deere using PN M153076.
And per parts list the 1.16mm jet is the right hand jet; just it on the right side of the carburetor (the side with the R) and; of course, the 1.13mm on the left.

I tried for days to find the intake seals before reinstalling - I only found them on the 92 dollar intake until after I put it back together with some high temp sealant.  They only showed the flat flange gaskets instead of the round square shoulder gaskets that go into the air intake plenum - then I got an email from jacks and after looking and finally scrolling down i saw the gasket and part number the second time I went back to it.  4 days I called 3 different online parts stores and emailed 3 others and Jacks got back to me with the right information while the other parts places kept saying this flat flange gasket is the one the computer says is it - just like autozone or oreillys when you are holding the part in your hand and they aren't the same.
 
Pretty sure the spring is missing because I the lower weird looking arm with the hole in it but didn't see the one on the governor arm across from it - pretty sure it will be there when I check in a few minutes.
 
I appreciate any help - it didn't seem it would be too hard to order parts - then i got bogus O-ring numbers but it may have been for another carb - looked the same. 
 
Thanks for the O-ring part number and spring help - this has been frustrating and trying to do everything right seemed hopeless.

Use 445877-0760-E1 when looking up parts.

Your engine was manufactured September 27, 2007.
 
Yes this does use the idle governed spring. PN 691019. Also governor spring is PN 793339 and light green.
Located in the IPL under "Controls, Flywheel, Governor Spring"
 
The intake to cylinder o-ring gasket is PN 697891 superseded to 691917.
Located in the IPL under "Cylinder Head, Gasket Set-Valve, Intake Manifold, Valves"
