Ryobi / Honda only runs when choked

I was given a 205 Ryobi Pressure Washer by a neighbor. They told me they only ran it about 4-5 times and couldn't keep it running. So, this issue seems to have started long ago. First thing I did was drain old gas and pulled spark plug. The plug had heavy black (carbon?) build up. Assume due to running the engine with choke. Put starter fluid in cylinder, replaced plug and engine started. Drained and cleaned carb, then put in fresh gas. Would not start. Bought a new carb and installed. The engine now runs, but only when choked. Since it has a new carb, I assume the issue is a bad fuel/air mix??? if this sounds right, where might I check for the potential leak? Maybe a cracked hose? I replaced the fuel line, so it should not be the issue.
If I am on the wrong trail, anyone know what the issue might be?

Is the new carb OEM or aftermarket? It is still starving for fuel. Did you replace the gaskets behind the carb?

It is after market, but it did the same with the original carb. Did replace both the gaskets and fuel line.
Not sure about your question about still starving for fuel. It will only run when choked. It runs well when choked, but running choked for extended period of time is not right. Again, my assumption is, the fuel/air mix is not right. Since it did this with the original carb and now a replacement carb, is there something specific to check for too much (or too little) air allowed in the mix?

Need the model, type, and serial numbers of the Honda engine.
 
It wasn't a question by Roy, It was a statement. The engine is starving for fuel or is overloaded which is why you having to choke it. Remove the pressure washer pump and see if that is the source of the problem. This way you will if it is an engine or pump problem.

Have to update, even though a little embarrassing. I found the air hose that connects to the back of the air filter box was not connected. Runs like a champ (almost) after reconnecting.
Original owners told me they only used the washer 4-5 times before they just bought a new one.
The carbon build up on the plug indicated that they had used it with the choke on.
Wonder if it came with the hose off?
The way it is set up, would be difficult to fall off or even be accidentally pulled off.
One thing to mention, I've pulled and replaced a lot of carbs on small engines.
This Ryobi / Honda combo has to be the most difficult to get all back together.
Need about 3-4 hands.
