Simpson AlH3228/Honda GX200

My main question is, what are the max RPMs these can run at?  I looked at the manual, but couldn't find it.  It's a GCBUT if that makes a difference.  I want to know if this is all normal or what. 
 
I bought that power washer a couple years ago and it's been giving me fits since day one.  It was super hard to start for the first 10 hours or so.  I have to turn the throttle way down to get it going, but have it fully choked.  It's got a cat triplex pump on it. 
 
It shakes like nothing I've ever seen between almost dying and full throttle.  In either of those it's OK.  I don't mean shake like it moves some.  I mean eventually dance 30 feet across a hard surface until something stops it. 
 
Today I took out my small engine tach to see what it was running at because it just sounded too fast to my untrained ear.  Plus it backfires every time you let off the trigger and randomly ever minute or so when you run it.  I don't use it much, so I never decided to take a look at it.  7100 while having the trigger pulled and 7600 without.  If I put the throttle up all the way, it goes over 8k.
 
When it runs relatively smooth, the rpms were around 5k.  Below that it seems to want to die. 
 
Does all this seem normal?  What should I look into?  I don't know much about pressure washers.  Thanks!  Also, I drain and run the fuel out of everything in the winter and never leave old fuel in carbs of anything.  So if somethings wrong I didn't gum it up.  Thanks!

Either way it those number s are way too high.

But I think you are referring to RPMs when the engine should not be going over 3600 rpm which would mean you have a governor failure.

RPM's.  I can find info on the specs for that engine at 3400/3600 somewhere in there, but not what the max rpms are for that model. 
 
I don't even think it'd run at 3400.  Like 5k was the lowest I could get it to go.  I'm not at high elevation.  The opposite actually. 
 
I doubt my tach is bad.  I mean, those numbers seem so far off.  I use it all the time.  I might go check it against a chainsaw because I know where those run. 
 
If something was running at 2x the max, wouldn't it just burn out super, super fast?  I do have around 40 hours on this engine.  I always thought the pump got rather hot, but I've read about how they get hot.

If the engine is over revving it will sooner or later throw a rod through the side of the engine and the there won't be a problem of it over revving anymore.
 
Now some tachs can be set to double count. I know my Tiny Tach can be done this way as well as under count. The tach should set to count one time per revolution since these uses wasted spark magneto system.

Yeah, I don't want to blow it up.  I'm just shocked something can run that hot for that long if that's the case.  i know larger engines and diesels really well...just not small engines.  I knew it wasn't right since I bought the stupid thing, but I just haven't had time to deal with it. 
 
I'm going to just take it back to our house and mess with it there.  I'm hoping I don't find glittery oil.  It's something I got for another property. 
 
I had the tach set correctly.  It's a TA100...pick cylinders and cycles.  It was so far out of wack, I checked it again a couple hours later.  I was like, "This can't be right at all."  Like it was a few k off, fine.  But not about double factory specs.  I mean, normally engine output has been at max settings when I read stuff, but I was questioning it based on what I was getting.  That's why I asked.
