Brand new Briggs and Stratton Engine looses power when put under load

Hey Jacks Engine Repair Forum,
 
As stated in the title, I bought a new engine for my riding lawnmower when the last one failed. The new engine is a 25 hp Briggs and Stratton (PN:44U877-0007-G1). Whenever I put the engine under load, for example when I turn on the mower deck, the engine dies. I tried to contact the Briggs and Stratton hotline however they are not very helpful.
 
Does anyone here have any advice on how I can make the engine work better?

Is this the correct replacement for the previous engine? Is your fuel fresh and clean? Is the engine running at the proper speed? Is the blade brake releasing?

Thanks for the response.  It is a brand new engine, it is not a direct replacement, but one that fits the requirements (e.g. Output shaft size and length, engine size, & etc).

The fuel is about 1 month old.  The engine feels like it runs fine until I engage the mower deck and start mowing.

Do a cylinder balance test as it sounds it is running only one cylinder. V-twins can run normal sounding until loaded.

I didn't have access to a cylinder balance test. However while it was running I unplugged one spark plug, then re plugged it and then did it to the other side.  The engine kept running the whole time.

You dd a balance test. Did you notice any difference in sound between the two?
