Engine kicks back when starter rope is pulled

I have a Honda GX390 that is used for a pressure washer. The engine has been sitting for a few years  and I tried to start it today. When the rope is pulled it will kick back violently every third or fourth pull. I made sure the valves weren't stuck but am thinking now that it might be in the timing. How is the timing checked and set on this engine? If anyone here has had this problem what did you do to fix it? Any advice will be appreciated

First check the valve clearance at 1/4 pass TDC compression. Excessive can the ACR to become ineffective.
Valve clearance
IN 0.15 ± 0.02 –
EX 0.20 ± 0.02
 
If the clearance are right then ACR on the camshaft may have failed.
 
ACR = Automatic Compression Release.

I have an older Tecumseh engine, lv195xa, 362090E. The rope will jerk out of my hand when starting the mower.
I replaced the flywheel key but the problem still persists.  I'm wondering if this engine has a compression release on the cam, or if not, could the timing gear be out of time? The engine does not have over head valves for adjustment. Thanks in advance for any help.

Is the blade installed and tight?

And yes the camshaft does have an ACR.

Do you have to remove the valves to change out the cam or just the valve guides?

The cam can be changed with the valves installed but easier with them out. To check the operation remove the cylinder head and slowly pull the rope. You should see the exhaust valve momentarily move as the piston is coming up on the compression stroke.
