Fuel shut-off valve stuck in OFF position on my Ariens Deluxe 28 snowblower

Well, I was all excited last winter with my new Ariens 28 Deluxe.  When I went to start it for the first time this winter, I couldn't turn the fuel shut-off valve from OFF to ON.  Of course, that means that I can't start the machine.
 
The knob turns about half way to ON position, but there is resistance and I don't want to break anything.  The shop can't pick the machine up for another week.  So…I'd like to see if I can fix the problem myself.
 
I contacted Ariens and the only thing they can suggest is 1. remove the housing and spray the valve with lubricating oil, or 2. have it serviced at the dealer.
 
Any suggestions as to what and how to fix this?  I'm willing to try if I have a clue as to how to do it.
