2016 Troy Built TB-360 with Briggs and Stratton 190cc Model 121S02-0068-F1 kick back.

Customer hit something big and hard with this mower. The fly wheel key was sheared I pulled the fly wheel and replaced the key. I checked the crankshaft run out on the blade side it is .018. I have spark, air and fuel but every time I try to start this mower it's still tries to yank the cord out of my hand severely I'm at a loss I cannot figure out what's wrong! I pulled the valve cover and rolled the engine over by hand to check valve timing roughly it seems to be close I cannot find a manual for this engine so I went with my gut on the valve timing. I do not have the blade and adapter/pulley installed as it got pretty well destroyed on the impact. I do not want to order the blade and blade adapter/pulley if the motor is a goner I'm thinking it's something simple that I'm overlooking I hope some of the talented folks on here can steer me in the right direction.

I've seen occasionally where with no blade attached (little flywheel effect) it'll act as yours is.
 
Sounds like you have your issues fixed and just need the blade..

I agree on small engines like on a walk-behind mower the blade acts as the flywheel. Most have aluminum on top of the engine. This reduces the chance of damage to the engine when something is hit by the blade.  
 
that said if you have 0.018 run-out on the end of crankshaft I'm thinking there will be some added vibration with the blade installed. I would be tempted to tell the owner before ordering the parts. Might have to consider replacing the crankshaft too.
