John Deere 400 help needed

I have a John Deere 400 that loses power when it goes uphill. If the hill is steep enough the engine will go slower and slower until the engine stops. It restarts right away but it makes cutting grass n my hilly property a pain in the neck. When I am done cutting and shut it off, it backfires through the exhaust. I don't know if the two problems are related or not, perhaps running too rich? Any help would be appreciated.

Two problems I suspect.
  
I believe you have a twin cylinder Kohler engine. As for the RPM's dropping, that sounds 
like your governor is not activating and raising the RPM's under heavy load.  I don't know if you can see/access the lever when underway to see if it is moving..
 
Is the back firing new to the machine?  There's usually a solenoid, on the bottom of the carb float bowl that shuts off fuel when you turn the key off.  It's supposed to stop excess fuel and the back firing..
 
If the backfiring IS new, you have excess fuel and possibly have excess fuel coming out of the carberator
