Coleman go kart issues

I have a Coleman kt196 (Honda clone motor) that I've had for a few years. It starts up just fine. However at idle the engine surges, sometimes to the point of engaging the drive. On top of this as soon as I touch the throttle it stalls. I've pulled the carb apart a few times and I'm sure it's clean and clear. I even tried a second carb I had and the same problems persist. Fuel supply is also fine. I am at a loss as to what else I could be missing. Any ideas would be greatly appreciated.

Surging is usually fuel related.  
 
Does your carb have a small black part (maybe 5/16" across) that's held in from/by the idle set screw?
The idle adjustment screw has to be removed to get to this part that simply pulls up and out.
 
If so, there's a very, very small jet (idle) in there that is easily clogged.
 
I believe there's a very, very small o-ring on the end of that that if broke, will al so cause idle issues...

I cleaned the idle jet as well and it made no difference. I have seen suggestions to bore the idle jet out a little bit but did not go that far.

So you have NOT opened up that jet?

It is still the stock opening. Not sure what size it is currently. However it is the same one that worked before this year.

Many small engines, over time, need the mix richened up as the EPA has them set extremely lean from the factory for emission purposes.
 
You may consider opening it up.

This should help with the surging but I don't think that will help with it stalling as soon as apply any throttle at all
