counterbalance pin Briggs and Stratton how does it stay in

This pin attaches on one side to the counterbalance and the other to this pin. there is nothing holding this pin or anything in the way to prevent it from coming out. 
I was going to rough it up and put Loctite on it.
Any Ideas?
