Where is the fuse box

Hi,
I have been tasked to get my neighbor's lawn mower started.
The battery has 12.55 volts which seems just fine to me but the mower does nothing when I turn the key. I suspect that the first thing I should do is check for a bad fuse. Can someone tell me where the fuse box is on an Agway 46254x15a   #822-144?
