Scag Kawasaki Water cooled cranks no start

I have a 61 inch scag turf Tiger I bought used about a year ago. its got a kawi  EFI water cooled engine in it, I'm not sure if its a 29hp or 31hp.  I went to start it this spring after is sat in the garage all winter and it wouldn't start.  Turned out the fuel pump was not running so I ran a jumper to it so it runs when ever the ing is on. I ran it a few times since then with no issues. I left if outside for a couple of weeks and went to start it and the battery was dead. So I charge it up, now it cranks but no start.  The fuel pump is working, I can hear it and if I pull the fuel line from the throttle body and turn the key on it pumps gas out like you read about.  It will run if I spray starting fluid at the air cleaner so I know it has spark. It appears the fuel delivery is not working. I've disconnected almost every wiring plug and cleaned them.  the ECU is the only one that looked nice and clean with grease on it.   I don't want to throw money at an ECU if that's not it.  Any one have any ideas on additional trouble shooting?  thanks
