TB20C - Leaking Gas Out the Carb

Mt TB20C immediately stopped mid-job, engine smoking. Upon restart I noticed fuel dripping from the carb. Lines are good.
 
Like most of these two-stroke engines, this thing has a diaphragm-based carb attached to it. Does leaking fuel from the carb indicate one of the membranes has failed?
