lawn boy

I've recently received a lawn boy 10697 from my sister. It has a disengage blade that i cant seem to get to go into gear when i pull the handle. I checked the belt and every thing seems to be in working order. Does anyone know if there would be a keyway that goes in the clutch setup that could possibly be bad?? I cant get it apart far enough to look. Any help would be great.

Here's the parts diagram to your machine (the blade brake specifically):

I'd inspect your mower very closely in relation to the parts diagram.
 
I'd print it out to be a little easier..  
Something obviously is amiss.

I looked at the diagram online but I still can't figure it out unless I find away to get it all apart but then have to take all the top pieces off recoil and all just to get the fly wheel to stop spinning just to get it a part properly

There should be only three  5/16" / 8mm nuts holding the recoil starter atop the engine. 
 
Once that's off you can put a socket on the flywheel nut and hold the engine from turning..
