Engine will not start

I mounted a new Briggs and Stratton engine 104M02-0196-F1. I put in new oil and fresh gas and pulled the starter rope and it will not start. Today I changed the plug after verifying I had a spark, and it will not start. I am at a loss as to what is going on. Any suggestions appreciated this engine is brand new out of the box.
