B&D Generator -Bad Idle Control

I’ve got a ‘1990ish’ Black&Decker Mod. 3640 generator that needs an idle control—any ideas on direction to go to find one?

What engine brand and model # is it?
 
Does it have an auto idle down (with little load on it) or runs at 3,600 RPM's all the time?
 
From what I'm seeing it's a regular carb, no electronic idle down.
