briggs and stratton Quantum xm

I have a Quantum xm 12f802 - 1959- b
The governor spring has broken. When I go online the parts list shows 2 springs..does this engine have 2. There is only one on it but the mower has never run properly since I bought it 3rd hand so possibly there was 2

Just one spring.  Either part # 209 or 209a
 
 
What exactly is the issue?  Wild super high running, surging, ???

The spring is broken. However before that it just didnt take 'revs,'. Cutting grass took an age so I assume that the broken spring didnt help..

Ok (it was in your first post).
 
Once you get the new spring and installed, wherever it attaches to, to raise the RPMs
bend the tab to put MORE tension on the spring.  That'll raise the RPM's.
