mower only makes popping sounds when trying to start

I have a Craftsman push mower that only makes popping sounds when I attempt to start it.
At the same time, I also noticed the carburetor emits a puff of smoke and a bit of fuel when I pull the cord.
It has a new spark plug, and I checked the fuel line and carburetor and they seem to be fine.
Does anyone have any ideas what is wrong and how I might be able to fix it.
