Honda GCV160 Thermowax choke Actator.Stuck

The Thermowax Choke Actuator that goes in to the engine block will not pull out it seems to be either glued in or silo-coned in or by some rubber gasket or insulator  and will not pull out stuck firm even with small grips it will not pull out there is very little to grip on the round end,  should this move to make contact with the choke butterfly how does it work as my engine will not start  can you help please.

Might take two small flat screwdrivers and try to get out, if you can catch enough of it. May also try heating it up to see if it will free up while trying to remove.
The thermowax actuator, when it heats up pushes the choke linkage that is attached to choke plate, opening choke. When engine is cold choke plate should be closed. Is it closed?
