Kawasaki FE-290 carburetor problem

I've got the FE 290 on a '95 Club car golf cart.  Had a new carb, gas line, filter, and new gas tank (rubber air vent dry rotted and filled tank w/small pieces of rubber) installed.  Now seems its starving for fuel as only way to start it is try and flood it when stopping.  I've got it wired to run in forward, neutral, and reverse.  When stopping and the engine stops, I immediately shift to neutral and run at max or near max throttle for 2-3 seconds and turn key off while holding down gas pedal.  When I try to start later, usually starts right up.
