Titan 8000 Generator motor surges

My new 10 year old titan generator would not run and /or start. I replaced the carb, chocked assembly fuel lines, and drained the fuel. It will now start but it continually surges like the governor is wacko. Any help would be appreciated.

It is possible that the static governor adjust has changed and need resetting. To verify that this is the problem hold the throttle vane steady and if the engine run fine then it is the static adjustment that is off; otherwise, if the engine dies then it is carb related with it probably being too lean.

Holding the governor steady makes the motor bogg down. Tried adjusting the only screw on the carb and it makes no change in idle or RPM. Would drilling out the low speed jet make any difference???

Okay did a little on the Titan 8000. Are you sure you have the regular 8000 or is it the TG8000. Different carburetor metering setups.
 
Actually you resize the main jet a little bit at a time until the surge just goes away. I find several jets each that are under sized on riders and tillers which why I have invested in the wire size bits.

The sticker on the machine says titan 8000 made in 9/2004 with serial number 134545, the low speed jet appears to be blocked from the bottom of the jet to the center hole. Not sure whether I should bore out until I break thru to the center opening. I have photos if they will help.

Have reamed out the low speed jet on the carb to at least double the previous size hole with no changes. Any further suggestions?

Does it surge under load?
Does this model have a filter inside tank?

Surge continues with or without load. Fuel tank clean and NO in tank filter.
